10. Concluding Guidance for Supervisors

The NextGen UBE is designed to be administered consistently across jurisdictions while supporting a modern, digitally delivered testing experience. This manual provides the structure, processes, and guidance needed to support that administration.

On exam day, however, not every situation will follow a script.

Supervisors and staff should approach the administration with a clear understanding of three core priorities:

  • Maintain consistency Procedures should be followed as written. Consistent administration supports fairness for examinees and ensures that scores are comparable across jurisdictions.
  • Protect exam integrity All decisions should preserve the security of exam content and the validity of examinee performance. When in doubt, prioritize actions that protect the integrity of the assessment.
  • Support a stable testing environment A calm, organized, and responsive environment allows examinees to focus on demonstrating their knowledge and skills. Clear communication and steady decision-making are critical.

When unexpected situations arise, staff should

  • address the issue at the appropriate level;
  • escalate promptly when needed; and
  • document clearly and completely.

It is not necessary to resolve every situation independently. The administration model is designed to support coordination across roles, with clear escalation pathways to ensure that decisions are consistent and well-informed.

The successful administration of the NextGen UBE depends on preparation, coordination, and judgment. By following the guidance in this manual and working together across roles, jurisdictions can deliver an administration that is secure, consistent, and operationally sound.
