Purpose of This Manual
This manual is designed to support jurisdictions in the successful administration of the NextGen Uniform Bar Examination (NextGen UBE) during the July 2026 administration.
It provides a comprehensive guide to the NextGen UBE—from understanding the structure and design of the exam to preparing for administration, executing exam-day operations, and completing post-exam processes, including grading and score reporting.
The goal of this manual is straightforward: to ensure that every NextGen UBE administration is delivered in a manner that is consistent, secure, and operationally sound, while also being clear and manageable for the teams responsible for administering the exam.
Intended Audience
This manual is intended for all jurisdiction personnel involved in the administration of the NextGen UBE, including
- jurisdiction administrators;
- test center supervisors and room leads;
- proctors and technical proctors; and
- NCBE site leads and supporting staff.
Different sections of this manual are designed for different roles. Some sections provide high-level context and policy expectations, while others provide detailed, step-by-step operational guidance for use before, during, and after exam day.
How to Use This Manual
This manual is structured to support multiple uses:
-
Understanding the NextGen UBE
For those seeking a clear, high-level overview of the exam, including its structure, content, and scoring model. -
Preparing for Administration
For jurisdiction teams responsible for completing required setup activities and ensuring examinees and test sites are ready for exam day. -
Administering the Exam
For supervisors and proctors responsible for running the exam in real time. These sections are organized chronologically and are designed to support decision-making during the administration. -
Post-Exam Follow-Through
For jurisdiction staff completing required post-exam administrative processes, including reporting, grading, and score release.
A Note on Operational Use
While this manual contains comprehensive information about the NextGen UBE, not all sections are intended to be used in real time.
|
On exam day, supervisors and staff should rely primarily on the Exam Day Administration section and related operational guidance. These sections are designed to reflect how the exam is actually delivered and to support clear, confident decision-making in the moment. |
