Clear communication and timely escalation are essential to maintaining a stable and consistent administration. Most issues can be resolved quickly at the room level, but when they cannot, escalation ensures that the right people are engaged without delay.
This section outlines how information should flow during the administration and how issues should be elevated when needed.
Exam-Day Communication
Communication during the exam should be direct, calm, and purposeful. Staff should share information clearly with one another and avoid creating unnecessary disruption for examinees.
Within each testing room, communication should follow the established roles:
- Proctors communicate observations and issues to the room lead.
- Technical proctors communicate technical issues and status updates to the room lead.
- The room lead maintains overall awareness and coordinates next steps.
The room lead also serves as the primary point of contact with the NCBE site lead. This helps ensure that communication remains consistent and that decisions are made with full context.
When communicating with examinees, staff should
- provide clear, concise instructions;
- avoid speculation or unnecessary detail; and
- reassure examinees when delays or issues occur.
A calm and consistent communication approach helps maintain confidence and minimizes disruption.
Escalation Protocol
Most issues should be addressed at the lowest appropriate level. However, escalation should occur promptly when an issue cannot be resolved or when it may impact multiple examinees or the administration as a whole.
In general, escalation follows this path:
- Proctor → Room lead
- Technical proctor → Room lead
- Room lead → NCBE site lead
The NCBE site lead will coordinate with NCBE and technical support teams as needed.
Issues should be escalated when
- a technical issue cannot be resolved quickly at the examinee level;
- multiple examinees are experiencing similar issues;
- there is uncertainty about how to apply a policy;
- an irregularity may impact exam integrity or examinee performance; or
- a situation extends beyond a single room or requires broader coordination.
When escalating, staff should be prepared to describe
- what is happening;
- how many examinees are affected;
- what steps have already been taken; and
- the current status of the situation.
Timely escalation allows issues to be addressed efficiently while maintaining consistency across testing rooms and jurisdictions.
Coordination Across Roles
Effective administration depends on coordination across all roles. While responsibilities are clearly defined, the team operates as a unit.
Proctors and technical proctors should keep the room lead informed of developing issues, even when they appear minor. The room lead should maintain awareness of both the room environment and system activity. The NCBE site lead should be engaged early when issues have the potential to expand or require policy-level decisions.
Strong coordination ensures that issues are addressed quickly and consistently, without duplication of effort or conflicting actions.
